Solution
  1. Go to Start>Control Panel>Network Connections.
  2. Right click your internet provider icon, (example: Local Area Connection).
  3. Go to Properties>Advanced
  4. Un-check your Internet Connection Firewall
  5. Close and then try to unlock your phone.
  6. Don't forget to check this feature back on after you unlock your phone.
